Manuscript Review Process

1. Uploading the Manuscripts

The author (or the corresponding author in case of multiple authors) submits the manuscript to the journal system and as a part of the uploading-process s/he provides the required information about the author(s). The manuscripts should be uploaded via no other way than the Manuscript Tracking System, which can be accessed through the Article Submission button in the menu.

2. Preliminary Evaluation of the Editorial and Layout Supervisor

The Editorial and Layout Manager evaluates the format of the article according to the journal's Writing Guidelines to ensure it meets the journal's requirements. Articles that do not comply may be rejected. At this stage, articles are not subjected to any criteria other than those mentioned.

3. Editor-in-Chief's Preliminary Review and Appointment of Field Editors

The editor-in-chief reviews the manuscript for suitability within the journal's scope and determines whether its content is sufficiently original and innovative. If the editor-in-chief determines that the manuscript is not suitable for the journal's scope, they reserve the right to reject it without sending it for peer review or to terminate the evaluation process at any stage. If the editor-in-chief approves the manuscript and confirms that it meets the necessary criteria, they assign it to the relevant field editor.

4. Invitation to Referees

The EIC sends invitations to referees in accordance wihth their field of expertise to review the manuscripts which are evaluated to be eligible in the Editorial Assessment process. As a general policy, at least two referees are assigned to each maanuscript. However, the EIC may invite more referees if there is any controversial decisions about the paper. All the manuscripts must receive positive reports and approval for publication from at least two referees.

5. Responses to the Invitation

The invited referees are free to accept or decline the invitations considering their field of expertise and personal workload. However, the referees who refuse the invitation are kindly asked for their recommendations regarding the possible competent referees.

6. Review Process

The manuscript review process consists of two stages: a review and a detailed analysis. If the reviewers identify major problems in the content of the manuscript, they have the right to reject it before proceeding to the detailed analysis stage. However, if the reviewers form a positive opinion about the manuscript at the end of the first stage, they proceed to the second stage and subject the manuscript to a detailed analysis. During this process, the reviewers are expected to share their opinions on the manuscript and point out the necessary issues to the author. When the process is complete, the reviewers report one of three recommendations to the editorial board: (1) acceptance of the manuscript, (2) rejection, or (3) revision and re-upload to the system.

7. Final Assessment by the Editor-in-Chief (EIC)

The EIC takes all the reviews of the referees into account to make a final decision. If the overall assessments of the referees differ radically, the EIC may invite an additional referee for one last assessment to make the final decision.

8. Informing the Author about the Decision of EIC

The editor-in-chief sends the author an email/system information screen informing them of the final decision regarding the manuscript. This email/system information screen also includes the reviewers' reports and comments on the manuscript. As part of academic and ethical practices regarding the double-blind review process, the identities of the reviewers are never shared with the author, nor are the author's identities shared with the reviewers.

9. Further Steps

If the manuscript is decided to be published at the end of the steps so far, the editorial board prepares it for the publication. If the manuscript is sent back to the author for further revision, the EIC delivers the referee reports to the author(s), (the reports are shared in cases of rejection as well). When the author(s) are asked for futher revision, referees expect the revised version of the manuscript to be uploaded as soon as possbile so as to avoid any delay in the publication process. After re-assessment the recommendation of the referees may be either (1) to accept or (2) to reject the publication of the manuscript. If only minor revisions are asked from the authors, the EIC mostly does not ask the referees to re-assess the revised manuscript. At this step, the EIC holds the right to/not to decide to publish the final and revised version of the manuscript.
